Time Magazine Green Issue

A Sunset magazine recipe question?
I just read a recipe for a pasta salad and it said to boil raw green beans for 3 minutes. Does this mean to (1) drop the beans into boiling water and time for three minutes, (2) start the beans in water and bring to boil for 3 minutes, or (3) start the beans in water, bring to boil and then count 3 minutes?
The issue is July 2008, pg 98.

It means bring salted water to a rolling boil. Drop green beans in. Set timer for 3 minutes, then remove them. If they will be served cold, drop them into a big bowl of iced water to stop the cooking.
Now, you can do this while you boil your pasta. If your pasta needs 8 minutes (check side of package for time), boil them for 5… then when there are 3 min left, add your green beans, then drain it all together.
